Overview

VETASSESS is the first agent outside of China authorised by the verification authorities under the Ministry of Education in China, including the China Higher Education Student Information and Career Center (CHESICC) and the China Academic Degrees and Graduate Education Development Center (CADGEDC), to verify the authenticity and recognition status of Chinese education qualifications.

VETASSESS is also designated by assessing authorities including CPA Australia, the National Institute of Accountants (NIA), the Institute of Chartered Accountants Australia (ICAA) and the Australian Dental Council (ADC) and The Australian Acupuncture and Chinese Medicine Association Ltd (AACMA) to carry out verifications for their applicants who hold Chinese qualifications.

The verification services delivered by Qualifications Verification of VETASSESS are widely recognised by government bodies, assessing authorities, professional bodies and educational institutions in Australia and overseas countries with the following extra features:

  • Providing and checking verification results from China, translating documents from Chinese to English where necessary;

Who can apply?

Any individual or organisation may use the verification service. This service is useful for:

  • individuals holding Chinese educational qualifications as listed in the following section (Documents that can be verified)
  • admission departments of educational institutions
  • employers
  • qualification assessing bodies and their applicants
  • professional registration bodies and their applicants
  • government agencies.


Documents that can be verified

Normally, the following qualification documents awarded in China from 1981 onwards can be verified through VETASSESS (some earlier qualifications may also be verified on application):

  • Higher Education Degrees (e.g. Bachelor’s degrees, Master’s degrees and Doctorial degrees) ‘学士学位,硕士学位和博士学位证书
  • Higher Education Certificates of Graduation ‘高等教育毕业证书’ 
  • Secondary Level and Postsecondary level Certificates of Graduation ‘中等职业教育和高等专科教育毕业证书’, and
  • Academic Transcripts of Higher Education or Vocational Education programmes ‘高等教育,专科教育和职业教育成绩单’ 
  • Certificates of High School Graduation Examination ‘高中毕业会考合格证’  
  • Records of High School Graduation Examination ‘高中毕业会考成绩’ 
  • Records of University and College Entrance Examination ‘高考成绩’    
  • Certificates of Attendance of Higher Education programmes ‘高等教育在读证明

Required Documents List for Qualification CQV2 (pdf)

  • Form CQV1 or the Application Record (for online application) - completed and signed by the applicant and the authorised person
  • Birth Certificate or relevant passport pages - certified copy or Notarial Certificate (must show the applicant’s name, photo and date of birth)
  • Photograph – one recent passport sized photo of the applicant (if the photo is not identical with the one attached on the passport page or Birth Certificate, it is required to be certified or notarised by an authorised person as ‘the true likeness of the applicant’)
  • Documents to be verified
    • A copy of the original certificate and its English translation
    • A copy of the Academic Transcript or Examination Record, which MUST be the official documents in both Chinese and English, issued and endorsed by the central student administration office or archiving office of the awarding body or the attending institution. For Self-Taught programmes, it must be officially issued and endorsed by the relevant Self-Taught Examinations Committee. Any unofficially issued documents or Graduate Registration Record may be not acceptable and/or be verified as ‘non-genuine’ official academic transcripts. Ensure the information, e.g. subject name, scores and credits, in the English version matches the Chinese one as both versions will be verified.
      Inconsistent information in both versions may cause considerable delay or lead to a negative verification result.
    • Applicants who were awarded qualifications during their service in the army by army institutions are required to provide additional documents for verification. Please contact us for further information.
    • A clear A4 size photocopy of each above academic document
  • Evidence of change of name (if applicable)
  • Certified translation of any of the above documents, prepared by a registered translation     service, if originally issued in a language other than English
  • Supporting evidence for your claim of the GST exemption (if applicable).

    Qualifications Verification unit works in conjunction with Qualifications Assessment unit to process applications for both Verification and Skills Assessment. The required documents listed below are for both verification and assessment on Chinese qualifications.

  • Form QA1 or the Application Record (for online application) - completed and signed by the applicant and the authorised person
  • Birth Certificate or relevant passport pages - certified copy or Notarial Certificate     (must show the applicant’s name, photo and date of birth)

    • If you have applied through VETASSESS ever before, you ONLY need to submit a signed Application Form CQV1 or a signed Online Application Record with a photocopy of your previous Verification Reports unless we request more documents from you later. 

     

    Incomplete applications will be delayed. The application will not be processed until all documentation has been received. You will be contacted if additional documentation is required. Please ensure your contact details provided to us are correct and up-to-date.

    Documents will not be returned. Do not send original documents. Please keep a copy of all documents submitted.

    Note:

    1 If you have completed a formal educational programme, and you wish to verify the transcripts only, without the related formal educational certificate, it may take longer time for the verification and we even may not be able to verify. If you encounter this situation, please contact our office before you apply.

    2 You may apply for an extra copy of a report separately if you have obtained a CADGEDC and/or CHESICC Credential Report in the last twelve months, or have verified through VETASSESS before. In this case, please provide a photocopy of your previous reports with other required documents to VETASSESS.

    3 Postage is required for each address that results are sent to. 

    Exemption from paying the GST component

    If you (the Qualification Holder) are not in Australia at the time of lodging the application, you may be exempt from paying the GST component. You need to provide evidence for this exemption if one of your addresses in the forms is an Australian address. The acceptable evidences include a Statutory Declaration, a Notarial Certificate, or a statement signed by a Registered Migration Agent to declare that you are not in Australia when the application is being processed. A personal statement signed by the applicant is insufficient.

    What you receive?

    Through the Chinese Qualifications Verification, VETASSESS provides the following documents in relation to the verification results on the completion of each verification to you or your nominated addresses:

    • A VETASSESS Confirmation Letter
    • Credential Reports issued by verification authorities of China
    • For the Verification of Academic Transcripts, verified transcripts in both Chinese and English versions are endorsed and attached with the reports
    • For the Extra Copy of the Report, a copy of Credential Reports is endorsed by VETASSESS and attached with a Confirmation Letter issued by VETASSESS

    1. How is this verification system different from verification through universities or a public notary in China?
      This verification system is authorised by the Ministry of Education in China and does not only depend on the documents provided by the applicants. It matches up the enrolment and graduate records held by the universities, local education authorities and the MOE China. It verifies both the authenticity and recognition status of academic documents and programmes.
     
    2. Why choose to verify through VETASSESS?

    3. How can I apply for extra copies of verification reports if I have applied for Credential Reports before, or I need them in the future?
      If you have applied for Credential Reports with CADGEDC or CHESICC in the last twelve months, you can select the Extra Copy of the Report in the Form CQV1 and post the completed form with required documents and fees to Qualifications Verification of VETASSESS. A copy of previous reports will facilitate the process. If you have applied for verification with VETASSESS before, simply quote your VETASSESS Verification Reference Number, do not provide the documents already submitted, unless they are requested by us.
     
    4. Will VETASSESS accept translation provided by the awarding or attended institution?
      Yes, we usually do if it is officially issued. Or you can choose a registered and recognised translation professional or organisation in your country to translate documents.
     
    5. Will VETASSESS advise which documents need to be verified?
      We may be able to provide you information for a number of organisations who use our service regularly. However, each organisation may have different requirements, and update its information from time to time. It is your responsibility to obtain the information about the requirements from the relevant organisations.
     
    6. How long the verification will take?
      Most verification results should be available in four weeks. For some cases it may take longer, depending on the availability and the accessibility of information. School and public holidays in Australia and China could cause considerable delays. We recommend applicants to apply for verification as soon as possible and schedule sufficient time for the outcome.
     
    7. Can I request my application to be processed as an urgent case?
      You can. You need to put your request in writing with an acceptable reason and supporting documents for urgent process. Once we accept your urgent request, we will try our best to meet your deadline. However, please understand some factors may be out of our control, the completion date can not be guaranteed.
     
    8. Do I still need to provide the Certified Copy or the Notarial Certificate of the documents for verification?
      You only need to provide the Certified Copies or the Notarial Certificates for your identification documents. Academic documents do NOT need to be certified or notarised as these documents are to be verified, photocopies of them are sufficient.
     
    9. Can I apply for re-verification after I receive negative result?
      Yes, you can. You may apply with additional documents to assist us in reverifying your qualification documents. We would also like to suggest you to contact us before you apply. The fee of a re-verification is same as a normal verification fee.


    For Users who apply for Verification for VETASSESS Skills Assessment

    10. How does this verification service affect qualification assessment applicants?
      From August 2007, all Chinese qualifications for Skills Assessment for migration purposes have been requested to be verified through Qualifications Verification to ensure their authenticity and recognition status.
     
    11. How does the verification result impact on qualification assessment?
      A negative verification result, meaning that either the qualification is not recognised by the Ministry of Education in China, or it is not recorded in MOE's or the educational institution’s database, will normally mean that the qualification can not be assessed or lead to a negative assessment outcome. A positive verification result will be used for assessment, but does not automatically generate a positive assessment. The qualification will be assessed by using assessment guidelines against the Australian Qualifications Framework.
     
    12. Can I provide academic documents verified by Public Notary or the awarding body without verification through this service?
      The Qualifications Verification of VETASSESS works with the verification authorities in China to verify both the authenticity and the recognition status of the qualification documents, provides the ONLY acceptable verification outcomes for VETASSESS Skills Assessment.
     
    13. Do I still need to certify or notarise my Chinese qualification documents for assessment and verification?
      No. The verification service will cover the certification of academic documents.
     
    14. Can I apply for qualification Assessment and Verification at the same time, and pay them together?
      You can submit applications for assessment and verification together by completing the QA1 Form, and posting the completed form with required documents and fees to VETASSESS. If you would like to apply online, you still need to go through separate online applications at www.skillassess.com and www.qualverify.com.
     
    15. If I have a Chinese degree, do I still need to apply for verification for the Certificate of Graduation obtained through the same study?
      No. Unless you are notified by our assessment officer later for further checking.
     
    16. If I have more than one Chinese qualification, do I need to apply for verification for all of them?
      Basically, you only need to apply for the one which meets the minimum requirement of the nominated occupation. If the qualification has gained credits from the previous study, the earlier qualification needs to be verified together. If you are not sure which one you should apply for, please contact our assessment officers for advice.
    DIAC often requires all Chinese qualifications to be verified. You may use the verification results again when you lodge your application for skilled migration with DIAC. When you submit the verification results to DIAC, you are suggested to send both the Credential Reports and VETASSESS Confirmation letters together with other DIAC required documents.
     
    17. If I have obtained Credential Reports from CADGEDC or CHESICC already, what should I do?
      vVETASSESS requires all qualification awarded in China for assessment to be verified through Qualifications Verification of VETASSESS. If you have obtained Credential reports before, you need to apply for extra copies of them through VETASSESS and provide a copy of the previous reports to VETASSESS so that we can request the verification result from China directly. Refer to FAQ3 for how to apply for Extra Copies of Verification Reports.
